Reverse auction on GeM: bid to RA and H1 elimination

Reverse auction (Bid to RA). A live price competition among technically qualified bidders after a bid closes, in which prices can only go down. On GeM the buyer enables it as bid to RA, and L1 is the lowest total price when it ends.

Checked against its sources on 23 September 2026.

Bid to RA

The buyer decides when creating the bid, and the bid document shows Bid to RA enabled. Above Rs 10 lakh a GeM purchase must go through a bid or a reverse auction under GFR Rule 149 as amended in July 2024.

Firms that do not take part in live price auctions need to see this line before they prepare a bid, not after technical evaluation.

H1 elimination

The buyer also picks an RA qualification rule. Under H1 elimination, the highest priced technically qualified bidder is not invited to the auction. The bid documents we read list the exceptions: when only two or three bidders qualify, when the bid is split among several sellers, when eliminating H1 would leave only one manufacturer's product, and when H1 is entitled to MSE or Make in India preference within the relevant margin of L1.
