Udyam registration and MSE benefits in government tenders

Udyam registration (Udyam Registration Certificate, URC, MSME registration). The Ministry of MSME's free, self-declared online registration for micro, small and medium enterprises, live since 1 July 2020. In central tenders it is the proof of MSE status behind EMD exemption and MSE purchase preference.

Checked against its sources on 3 October 2026.

What it is and where the rule comes from

Udyam Registration is the Ministry of MSME's online registration for micro, small and medium enterprises. The portal went live on 1 July 2020, and registration is free, paperless and digital (PIB, Year End Review 2025). Under notification S.O. 2119(E) of 26 June 2020, enterprises registered with other bodies under the Ministry had to register on Udyam, and from 1 July 2020 it is MSEs registered on Udyam that are eligible for the Public Procurement Policy for MSEs Order, 2012. Udyog Aadhaar certificates were accepted for the policy only until 31 March 2022.

The acknowledgement is generated online on a self-certification basis and is accepted by central ministries, departments, CPSUs and state governments as proof of status. If a buyer doubts the details, the General Manager of the District Industries Centre can inquire, and the registration can be amended or recommended for cancellation.

What it decides for a bidder

Udyam status is what a buyer checks before giving MSE terms: exemption from EMD, tender documents free of cost, the chance to match L1 and supply up to 25% of the tendered value if you quote within L1 plus 15% (when the L1 bidder is not itself an MSE), and, at the buyer's discretion, relaxation of prior turnover and experience. Central buyers are also meant to take at least 25% of annual procurement from MSEs, with 4% earmarked for SC/ST-owned and 3% for women-owned MSEs. The policy gives no exemption from performance security or security deposit.

Only micro and small enterprises qualify. Since 1 April 2025 a micro enterprise has investment up to Rs 2.5 crore and turnover up to Rs 10 crore, and a small one up to Rs 25 crore and Rs 100 crore. Medium is Rs 125 crore and Rs 500 crore, and gets none of the MSE benefits. An enterprise that moves up a category keeps the non-tax benefits of its old category for three years (S.O. 4926(E) of 18 October 2022, as the Goods Manual records it).

Where bidders go wrong

Traders, distributors, sole agents and works contracts are outside the policy. A reseller can hold a valid Udyam registration and still get no purchase preference: the GeM standard clause requires the bidder to be the manufacturer or OEM of the offered product, or the service provider for services. Joint ventures and consortia cannot register on Udyam, so they cannot claim MSE benefits either.

Two more traps. The policy binds central ministries, departments and CPSUs, not state governments, which have their own similar policies, so a state tender follows that state's rules and they can differ. And on GeM the benefit applies only if the seller is validated in the GeM profile and approved by the buyer after evaluating the uploaded documents. Parliament passed the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026 in August 2026, making filing of the registration free and voluntary for all MSMEs and providing for a national platform to be notified. The sources read here still name Udyam, so keep the registration current and check what proof the tender asks for.
