Digital signature certificate for e-tendering
Digital signature certificate (DSC). An electronic certificate issued by a licensed certifying authority that lets a bidder sign documents online. Bidding on CPPP requires a Class 3 signing certificate.

Which class
Class 3. CPPP's bid submission guide asks for a valid Class III digital signature certificate for signing. Certifying authorities no longer issue Class 2 individual signing certificates on their own; current CCA guidelines allow Class 3 certificates, which can also carry the Class 2 identifier.
Signing, and encryption
On CPPP a bidder needs only the signing certificate. Bids are encrypted with the bid openers' certificates, not the bidder's. Some state portals built on the same NIC system still ask bidders for signing and encryption certificates both, so check the portal before you buy.
What it is not needed for
Reading tenders. CPPP's active tender listings can be browsed without a login or a certificate. The certificate matters when you register to bid and sign your submission.
Where ScanX reads this for you
ScanX reads only what is public without a login and never signs in to a portal on your behalf. It finds the tenders; you bid on them with your own certificate.
