CPPP questions: DSC, Tender ID, bid time, two-bid system

CPPP is the portal most contractors think they know, and it is several listings wearing one name. These are the questions that come up once you start bidding on it.

9 questions. Checked against their sources on 23 September 2026.

What digital signature certificate do I need to bid on CPPP?

A Class 3 digital signature certificate for signing. CPPP's own bid submission guide asks for a valid Class III signing certificate. Bidders on CPPP do not need a separate encryption certificate: bids are encrypted with the bid openers' certificates.

Some state portals built on the same NIC system still ask bidders for both signing and encryption certificates, so check the portal you are bidding on.

What is the difference between a Tender ID and a tender reference number?

The Tender ID is generated by the eProcurement system and is unique, for example 2026_DARE_924349_1. The tender reference number is written by the department, for example 162/NIT/EE-KOL-III/CPWD/2026-2027, and need not be unique across organisations. Search by the Tender ID.

Tenders fed to CPPP from portals outside NIC's system can carry other formats, such as a plain number for CPWD. CPPP's advanced search has separate Tender ID and Tender Reference Number fields, and its keyword search matches both.

What is the minimum time allowed to submit a bid?

GFR 2017 Rule 161(vi) sets it at ordinarily three weeks from publication of the tender notice or availability of the bidding documents, whichever is later. Where bids from abroad are contemplated, it is four weeks for domestic and foreign bidders alike.

The rule says ordinarily, and plenty of tenders close sooner: in our CPPP data the median gap between publication and closing is 13 days. Read the closing date from the tender and its latest corrigendum rather than assuming three weeks.

What is the two-bid system?

Under GFR 2017 Rule 163, the technical bid and the financial bid are submitted separately. Technical bids are opened and evaluated first, and financial bids are opened only for bidders whose technical bids are acceptable.

When does a buyer have to advertise an open tender?

For goods, since 10 July 2024, advertised tender enquiry applies from Rs 50 lakh and limited tender enquiry up to Rs 50 lakh, doubled from Rs 25 lakh. Non-consulting services can use limited tenders up to Rs 50 lakh, up from Rs 10 lakh. Works follow separate GFR limits.

What is CPPP ePublishing, and why does it matter?

ePublishing is the CPPP module for organisations that publish tenders without running them through eProcurement. When we counted, 167 organisations used it, 141 of them appeared on no other CPPP organisation list, and those 141 held 1,252 live tenders.

Does a CPPP listing show the EMD?

Generally not. EMD sits in the tender details, and CPPP's detail pages ask for an image code before they show anything. CPWD's own eTender portal is the exception among the streams we read: it publishes EMD in the listing itself.

Three CPPP streams, read hourly

ScanX reads the CPPP aggregator, the state tenders on GePNIC and the ePublishing module every hour, and gives every CPPP row its Tender ID because a CPPP link would not open for you.
