Government tenders, 22 Sep to 3 Oct 2026: what we counted

From 22 September to 3 October 2026 the collector stored 35,639 newly published tenders, and 37,362 were open when it measured. It reads several portals only in part, so every figure here says where it came from.

Measured 4 October 2026. Published 4 October 2026.

This is the first monthly count from ScanX's own collector, which reads GeM, CPPP, CPWD, the defence portals and several buyers' own sites every hour. It counts what that collector stored, and nothing more: no estimate, no projection.

It was measured at 20:43 UTC on 3 October 2026, which is 02:13 IST on 4 October. Open means a closing date after that moment. Published means published from 00:00 IST on 22 September, the day ScanX began reading GeM's whole bid feed, up to that moment: 12.1 days.

What this does and does not show

It shows:

  • 37,362 tenders open at the moment of measurement on the portals ScanX reads, each counted once however many portals listed it.
  • 35,639 tenders published in those 12.1 days, counted on the portals that see every new tender. For GeM that is every bid published in the window.

It does not show:

  • Every tender in India. ScanX does not read IREPS, municipal portals, or state portals outside GePNIC.
  • The whole of CPPP. About 250 tenders a weekday reach ScanX from CPPP's listing, which carried about 31,000 live tenders when counted on 20 August 2026. CPPP's figures here are a sample.
  • Defence eProcurement, the defence PSU site or CPPP's state lists in full. They are read by closing date, so a tender is held only in its last week or two, and they count in open tenders and nowhere else.
  • GeM bids published before 22 September from most buyers. Before that date only a few departments were read in full, so long-running bids from other buyers are missing from the open count.
  • Contract values, awards or who won, and any trend. 12.1 days is one window, not a season, and nothing here forecasts the next.

The totals

Open
37,362 tenders open at 02:13 IST on 4 October 2026, each counted once.
Published
35,639 tenders published since 22 September on GeM, CPPP, CPWD eTender, buyers' own tender sites and CPPP ePublishing. CPPP's share is a sample.
Closing within a week
20,148 of 37,404 open tenders (53.9%) closed within seven days of measurement. On the portals that see every tender it was 18,310 of 35,582 (51.5%), lower because the portals read by closing date hold only tenders that close soon.
Days to close
Half the 35,639 tenders published in the window gave 11 days or fewer between publication and closing.
EMD
562 open tenders state EMD in the listing, all on CPWD and one buyer's own site, the only listings that carry it. 41 ask none, and the median of the rest is Rs 32,967. GeM keeps EMD in the bid document, so GeM's tenders are not in this figure.

CPPP ePublishing021First page
Open at 02:13 IST on 4 October 2026; published since 00:00 IST on 22 September. A tender listed on two portals appears under each here, and once in the totals: 37,362 open and 35,639 published.
GeM
GeM's whole bid feed, read hourly since 22 September 2026, so every bid published in the window is here. Bids published before then are held in full only for a few departments, so the open count of older bids from other buyers is low.
CPPP
A sample: about 250 tenders a weekday from the newest pages of a listing that carried about 31,000 live tenders when counted on 20 August 2026. Read these figures as a sample of CPPP, never as CPPP.
Defence eProcurement
Read by closing date: a tender is held only in its last seven days. Every one of its open tenders here was due to close within a week. Counted in open tenders only.
CPWD eTender
Read hourly since 8 September 2026, EMD included. CPWD gives no publication date, so the hour ScanX first read a tender stands in for one.
CPPP state tenders
A sample: the first 50 tenders of each closing day, a week ahead. Read by closing date, so counted in open tenders only.
Buyers' own tender sites
Buyers that publish on their own sites rather than the national portals. Each site's public tender list is read whole, from the day its reader was added in September 2026. Some give no publication date, so the hour ScanX first read a tender stands in; one states EMD in its listing.
Defence PSU eProcurement
Seven defence PSUs on one NIC system, read by closing date two weeks ahead. Counted in open tenders only.
CPPP ePublishing
The first page of the ePublishing listing, every run. None of what it held was still open at the moment of measurement.

By trade

The eight trades ScanX writes rules for, each counted with the pattern on its own page. Defence and research are counted by buyer, the rest by the words in the title. Trades overlap (DRDO counts under both defence and research) and many tenders fit none, so these rows do not add up to the totals.

In 7 days: open tenders closing within seven days of measurement. Frozen as measured. Each trade's page carries the latest snapshot, its exact pattern, its portals and its buyers.

Buyers with the most open tenders

Named as each portal names them: GeM gives the department, Defence eProcurement the head of the unit chain. Open tenders at the moment of measurement, across every portal read.

EMD, portal by portal

Only two listings state the deposit. On CPWD, 502 open tenders gave an amount and 17 asked none; the median of the rest was Rs 32,887. On the buyer's own site that states it, 60 gave an amount and 24 asked none; the median of the rest was Rs 40,000. What a deposit should be, and who is exempt, is on the EMD page and in how much EMD a tender asks for.

How this was counted

The totals, portals and trades come from the same snapshot as the trade pages, taken by a read-only script against the collector's store. A procurement listed on two portals counts once in each total, joined on its reference number with case, spacing and punctuation removed. GeM reverse auctions that follow an earlier bid are left out, because only that bid's qualified bidders may take part. CPWD and two of the buyers' own sites publish no date, so the hour ScanX first read a tender stands in for one.

The deadline, EMD and buyer figures were computed 27 minutes later by the same script, against the same moment and only the tenders stored by then. In between, 42 GeM bids that had already closed had their closing dates extended, so those figures count 37,404 open tenders rather than 37,362.

How each portal is read, and what is not read, is on the sources page.

ScanX reads all of this every hour and sends you the rows that match what you build.
