Defence and naval tenders in India: what is open, who buys and where
Stores, spares, machined parts and assemblies for the Navy, shipyards, DRDO and the forces. On 4 October 2026, 16,045 defence and naval tenders were open on the portals ScanX reads, 10,015 of them closing within a week.
Where it is published
Where defence and naval tenders appear
GeM Ministry of Defence streams, Defence eProcurement, the defence PSU portal and buyers' own tender sites.
Defence buying is the largest single block on GeM: 15,610 ongoing Ministry of Defence bids on 15 September 2026, 10,754 of them under the Department of Military Affairs. Much of the rest never reaches GeM at all, because the services, DRDO and the defence PSUs run their own portals.
| Where it is published | GeM, where the Ministry of Defence is the largest single buyer; Defence eProcurement for the Army, Navy, Air Force, Coast Guard, DRDO, Border Roads and MES; the defence PSUs' shared portal; and buyers' own tender sites. |
|---|---|
| Typical buyers | Naval dockyards and material organisations, shipyards, DRDO laboratories, ordnance and base workshops, Coast Guard districts. |
| What a rules file covers | Stores and spares, valves, pumps and reducers, special alloys, machined assemblies, repair and overhaul, and indigenisation, each with the negative terms that keep look-alike work out. |
| What the document adds | Limited and single tenders are common. The document names the invited sellers, so a bid assigned to another firm is set aside, and a bid that names yours is always shown. |

Open defence and naval tenders, portal by portal
Counts from ScanX's own store of what the portals published. Each row says how that portal is read, because some are read whole and some only in part.

How each portal is read
- GeM
- GeM's whole bid feed, read hourly since 22 September 2026. Bids published before then are held in full only for a few departments, so counts of older bids understate the market.
- Defence eProcurement
- Read by closing date: a tender is held in its last seven days. Counted in Open now only.
- CPPP
- A sample: about 250 tenders a weekday from the newest pages of a listing that carried about 31,000 live tenders when counted on 20 August 2026.
- Buyers' own tender sites
- Buyers that publish on their own sites rather than the national portals. Each site's public tender list is read whole, from the day its reader was added in September 2026. Where a site gives no publication date, the hour ScanX first read a tender stands in.
- Defence PSU eProcurement
- Seven defence PSUs on one NIC system, read by closing date two weeks ahead. Counted in Open now only.
Buyers with the most open tenders
As each portal names the buyer. GeM names the department, Defence eProcurement the head of the unit chain. Buyers read from their own tender sites are counted in the totals, not ranked here.

Deadlines and deposits
- Closing this week
- 10,015 of the 16,045 open tenders close within seven days of 4 October 2026.
- Time to bid
- Half the 13,972 tenders published since 22 September 2026 gave 11 days or fewer between publication and closing.
- EMD
- None of these tenders' listings states EMD. GeM keeps it in the bid document, which ScanX reads for each of a firm's own matches, and the other portals here show it only on each tender's own page or notice.
Method
How these figures were counted
Measured 4 October 2026 at 02:13 IST from the store the collector writes every hour. This page is rebuilt from a new snapshot, and every figure on it moves with the next one.
- Counted by buyer
- Counted by buyer, not by title. A tender counts when the organisation or ministry its portal publishes is the Ministry of Defence or one of its departments, the Army, Navy, Air Force or Coast Guard, Border Roads, Military Engineer Services, DRDO, an ordnance unit, a shipyard or dockyard, or a defence PSU such as BEL, BEML, MIDHANI or Bharat Dynamics. Every tender on Defence eProcurement, the defence PSU site and the defence buyers' own tender sites counts too. That is everything these buyers publish, works and services included, not only stores and spares.

Defence eProcurement, Defence PSU eProcurement, Buyers' own tender sites - Open now
- A closing date after the moment of measurement, on every portal ScanX reads. CPPP state tenders, Defence eProcurement and Defence PSU eProcurement are read by closing date, so a tender there is held only in its last week or two, and their open counts are the tenders closing soonest.
- Published since 22 September 2026
- Only portals that see every new tender count: GeM, CPPP, CPPP ePublishing, CPWD eTender and buyers' own tender sites. The window starts on 22 September 2026, the day ScanX began reading GeM's whole feed, and will grow to 90 days as the store does. CPPP's figure is a sample, as its note above says.
- Days to close
- From the publication date to the closing date as last read, so an extension already published counts. CPWD and some buyers' own sites publish no date, so the hour ScanX first read a tender stands in.
- Counted once
- A procurement listed on two portals counts once in every total, joined on its reference number with case, spacing and punctuation removed. GeM reverse auctions that follow an earlier bid are left out, because only that bid's qualified bidders may take part.
- Not read
- These are counts of what ScanX reads, not of every tender in India. ScanX does not read IREPS, municipal portals or state portals outside GePNIC, and on GeM it reads the listing, not every bid document.
